MINUTES OF THE SPECIAL MEETING <br />AND THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />January 20, 1975 <br /> <br />The 12:30 P.M. Special Meeting and the 1:00 P.M. Adjourned <br />Regular Meeting of the City Council were called to order at <br />12:45 P.M., by Mayor Vernon S. Evans, in Room 831, City Hall, <br />20 Civic Center Plaza. The Clerk reported that proper Notice <br />and Posting had been accomplished. Following the Pledge of <br />Allegiance, roll call was answered by Councilmen J. Ogden <br />Markel, Gordon Bricken, Harry K. Yamamoto, John Garthe, James <br />E. Ward, Lorin Griset and Mayor Vernon S. Evans. Also present <br />were City Manager Bruce C. Spragg, City Attorney James A. <br />Withers, Director of Planning Charles C. Zimmerman, Washing- <br />ton Representative William Morgan, Assistant Director of <br />Public Works John Stevens, "Register" Reporter Lynn O'Dell, <br />and Clerk of the Council Florence I. Malone. <br /> <br />"MAN IN WASHINGTON" Mayor Evans stated that <br />REPORT the Special Meeting had <br /> been called to hear a <br /> report from Bill Morgan, <br />Washington, D.C., representative for the Consortium Cities, <br />Anaheim, Huntington Beach, Garden Grove, and Santa Ana; that <br />the presentation would take approximately one and one-half <br />hours, necessitating postponement of the Council's further <br />consideration of the policy for raised street medians until <br />February 3, at 12:30 P.M., in Room 831. <br /> <br />Mr. Morgan stated that he had been reviewing the "Man in Wash- <br />ington'' Program with the Consortium Cities for the past week <br />to get an update from Councils and staffs on priorities and <br />recommendations for his time allocation for the coming year. <br />Then, he reviewed his activities contained in his written <br />report dated January 13, 1975, which was subsequently received <br />and filed by unanimous informal agreement. <br /> <br />Mr. Morgan stated that attempts to influence federal legisla: <br />tion had been successful when the targets had been limited <br />and chosen correctly; that solid Council involvement and <br />understanding were very necessary for impact in the legislative <br />areas. <br /> <br />CONSORTIUM ADDITION Mr. Morgan stated that <br /> he would recommend appro- <br /> val of the request from <br /> the City of Pullerton <br />to join the Consortium; that their problems are basically the <br />same; that it would strengthen the cities' position; and ~ould <br />be a good signal to the Congressional people that the concept <br />has some momentum to it; and that it would require no addition <br />to his staff. <br /> <br />Councilman Griset's motion to endorse Fullerton's entry into <br />the Consortium for the "Man in Washington" Program was ~econded <br />by Councilman Bricken and carried unanimously. <br /> <br />PRIORITIES <br /> <br />January 20, <br /> <br /> Mr. Morgan distributed <br /> "Worksheets on Consor- <br /> tium Washington Office <br />Priorities", dated <br />1975, and requested each Councilman to rank the <br /> <br />CITY COUNCIL MINUTES 19 JANUARY 20, 1975 <br /> <br /> <br />
