MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 3, 1975 <br /> <br />The meeting was called to order by Mayor Vernon S. Evans <br />at 12:30 P.M., in Room 831, City Hall, 20 Civic Center <br />Plaza. Proper Notice and posting had been accomplished <br />with affidavit of posting on file in the office of the Clerk <br />of the Council. Following the Pledge of Allegiance, roll <br />call was answered by Councilmen Gordon Bricken, Harry K. <br />Yamamoto, John Garthe, James E. Ward, Lorin Griset and <br />Mayor Vernon S. Evans. Councilman Markel arrived at 12:40 <br />P.M. Also present were City Manager Bruce C. Spragg, City <br />Attorney Jame~ A. Withers, Director of Public Works Ronald <br />Wolford, Director ~f Planning Charles C. Zimmerman and <br />Clerk of the Council Florence I. Malone. <br /> <br />MAN-IN-WASHINGTON Council reviewed its <br />PRIORITIES priority rating work- <br /> sheet tabulation for <br /> the Consortium <br />Washington Office and discussed the work items and the <br />reasons for their own evaluation of the items. The con- <br />sensus was that Santa Ana's top priorities divided into <br />the three rep categories are as fellows: <br /> <br />Federal Court <br />FCC Centennial Park <br />Transit Terminal Funding <br /> <br />II. <br /> <br />General Revenue Sharing <br />Flood Control and flood insurance legislation <br />Housing preservation and development <br />Mass transit assistance <br />Community Development grants <br /> <br />III. <br /> <br />Clean Air Act amendments <br />Public service employment legislation <br />Employee relations legislation <br />Fair Labor Standards Act <br />Criminal Justice System improvement <br />Emergency Medical System (Paramedics) <br /> <br />The City Manager stated that the information would be given <br />to the other Consortium City Mayors and Bill Morgan, Wash- <br />ington Representative. CA 57.1A <br /> <br />POLICY FOR RAISED The Director of Public <br />MEDIANS ON EXISTING Works provided responses <br />ARTERIAL STREETS to the questions asked <br /> by Councilman Bricken <br />at the Study Session held on January 6, 1975, to review the <br />City's policy with regard to raised medians on existing <br />arterial streets. He stated that (1) special maintenance <br />crew structuring would provide no additional benefit to the <br />maintenance program; (2) uniform landscaping treatment would <br />not result in a significant cost savings and true savings <br />would be realized by selecting the least costly maintenance <br />design in the beginning; (3) the. smaller the median, the more <br />difficult it is to find acceptable planting material; (4) <br />the average maintenance cost is $4,000 a mile per year; the <br />least expensive method is dense shrubbery ($3,000 per mile <br />per year), followed by turf ($5,000 per mile per year), <br />ground cover ($6,000 per mile per yea~,,and flowers ($9,000 <br /> <br />CITY COUNCIL MINUTES 39 FEBRUARY 3, 1975 <br /> <br /> <br />
