that the question is whether 30 per cent of the City's <br />resources is enough to lower the 270 per cent increase <br />in the crime rate; and that in his opinion what has been <br />presented is the most viable program to improve public <br />safety. <br /> <br />There were no other proponents, and no opponents; the <br />Clerk reported there were no written communications; and <br />the Mayor closed the Public Hearing. <br /> <br />The Mayor suggested that Council schedule one or two study <br />sessions, open to the public, and move forward with the <br />recommended program as rapidly as possible, in an effort <br />to determine the best method for its funding. <br /> <br />Councilmen Griset and Ward agreed with the Mayor, and sug- <br />gested that Council determine sources of funding for the <br />program as soon as possible. <br /> <br />Councilmen Garthe and Markel agreed that crime is the fault <br />of society; that if society reforms, crime will vanish; that <br />justice should be administered in a timely manner instead <br />of spending more money for policemen. <br /> <br />Councilmen Bricken and Yamamoto agreed that immediate action <br />implementing the report was a necessity, even though it might <br />be expensive. Councilman Bricken stated that the program may <br />be the answer to one overriding fact about law in this <br />country; namely, adherence to the law is the responsibility <br />of each citizen and each one must accept the responsibility <br />for his neighbors' adherence as well; that such accomplish- <br />ment is worth almost any price, within reason, at this point, <br />even though it cannot be guaranteed. <br /> <br />Councilman Yamamoto stated that the real solution to crime <br />suppression involves the social aspect of the problem and <br />proper training of children in their formative years. <br /> <br />Mayor Evans reminded Council that the matter of funding an <br />additional paramedic unit was also pending. <br /> <br />Councilman Ward moved that Council adopt the recommendations <br />of the Citizens Crime Prevention Commission, excluding Num- <br />bers 5 and 8, regarding establishment of a Grants Manager <br />position and the continuance of the Citizens Crime Prevention <br />Commission, respectively, as the principles, policies and <br />goals of the City Council, and instruct staff to provide <br />input for funding the proposal at Council's next study session. <br />The motion was seconded by Councilman Bricken. <br /> <br />Councilman Yamamoto's motion to amend the main motion to <br />include recommendation Numbers 5 and 8, was seconded by Mayor <br />Evans, and carried (5-2), with Councilmen Ward and Bricken <br />dissenting. <br /> <br />The main motion, as amended, was unanimously approved.
