<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />The adverse impacts of the City Place project related to water quality will be mitigated to below <br />a level of significance based on implementation of measures W-3 and W-4. <br /> <br />Potentially Significant Adverse Impacts Related to Drainage <br /> <br />As discussed in Section 4.6, the development of the project site for the proposed project will <br />result in a substantial increase in the amount of impervious surfaces on the site which could <br />result in increase storm water runoff and potential drainage impacts. <br /> <br />Findings Related to Drainage Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Support of the Finding Related to Drainage Impacts <br /> <br />Implementation of mitigation measures W-1 and W-2, provided below, will substantially lessen <br />the adverse impacts of the City Place project related to drainage, and will reduce this potentially <br />significant adverse impact to below a level of significance. <br /> <br />W-1 Prior to issuance of grading permits, the applicant shall submit a final drainage plan <br />identifying the exact size and location of drainage facilities. <br /> <br />W -2 The applicant shall construct facilities on the project site to transport storm water from the <br />site to the City's drainage facilities. All such facilities will be subject to the review and <br />approval of the City Engineer and shall be installed prior to the issuance of occupancy <br />permits. <br /> <br />Level of Significance of Impacts Related to Drainage Iml'acts <br /> <br />The adverse impacts of the City Place project related to drainage will be mitigated to below a <br />level of significance based on implementation of measures W -1, and W -2. <br /> <br />4.2.4 Impacts Related to Noise <br /> <br />Findings Related to Operational Interior Noise Impacts <br /> <br />Changes, or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Support ofthe Finding Related to Ot>erational Interior Noise Impacts <br /> <br />As discussed in Section 4.7 of the EIR, the interior of the residential structures fronting Main <br />Street, Memory Lane and Lawson Way may be exposed to noise from traffic in excess of interior <br />standards, 45 dBA CNEL.
