<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />The adverse impacts of the City Place project related to impacts at the intersection of Memory <br />Lane and Lawson Way will be mitigated to below a level of significance based on <br />implementation of mitigation measure T-5. <br /> <br />4.2.5 Impacts Related to Public Services <br /> <br />Findings Related to Impacts on ParksIRecreation Facilities <br /> <br />Changes, or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Support ofthe Finding Related to Impacts on ParksIRecreation Facilities <br /> <br />As discussed in Section 4.8 of the EIR, implementation of the City Place project would increase <br />the demand for parks and recreation facilities and would further the open space/population ratio <br />imbalance in the City. The implementation of mitigation measures P-3 and P-4 would reduce <br />potential impacts to a level that is below significant. <br /> <br />P-3 Prior to the issuance of certificate of the first occupancy permit, the proposed project <br />shall comply with the City's public parkland dedication requirements through provision <br />of private open space, land dedication, fees or other vehicles acceptable to the City. <br /> <br />P-4 Prior to the issuance of the first certificate of occupancy permit, the applicant shall fully <br />pay to install a signalized pedestrian mid-block crossing on Memory Lane from the City <br />Place project to Santiago Park. <br /> <br />Level of Significance of Impacts Related to Parks and Recreation Facilities <br /> <br />The adverse impacts of the City Place project related to parks and recreation facilities will be <br />mitigated to below a level of significance based on implementation of measures P-3 and P-4. <br /> <br />4.2.6 Impacts Related to Geology <br /> <br />Findings Related to Seismic Shaking Impacts <br /> <br />Changes, or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Support of the Finding Related to Seismic Shaking Impacts <br /> <br />As discussed in Section 3.7 of the EIR, the City Place project could be subject seismic shaking <br />impacts in the event an earthquake occurs within the vicinity of the project site.
