Color. <br /> <br />The use of cloth awnings, fixed canopies, metal hand rails and <br />other elements which cover and protect windows and pedestrian <br />areas are encouraged. Choices of color should promote a lively, festive and wann <br />atmosphere. Dull colors should be avoided or used in limited <br />amounts. In general wann contrasting colors should prevail with <br />bright colors and pastels used for accent and detailing. A sense of <br />pageantry shall be promoted through the use of color on signs, <br />lighting, flags and banners and other devices. <br /> <br />E. Public Art. <br /> <br />Various forms of public art may be integrated into public spaces (not <br />including public right-of-way) throughout the project. <br /> <br />F. Detail. <br /> <br />1.
