The proposed project <br />consists of both a commercial and residential component. The commercial <br />segment will provide approximately 57,700 square feet in a variety of <br />sit-down restaurants, retail and theater space. The residential segment <br />will provide 73 live-work lofts and 168 townhouses. Several actions are <br />required to entitle the project: a) the project was identified to have a <br />potential adverse impact and therefore required an environmental impact <br />report; b) a zoning ordinance amendment is necessary to amend the <br />Specific Development No. 59 zoning standards; c) a development agreement <br />defining the terms and nature of development; d) a conditional use permit <br />is required to allow a live-work proj ect; e) a vesting tract map is <br />requested to allow the subdivision of the existing property into seven <br />lots with three of the lots for residential condominium purposes; and f) <br />the project location within SD-59 requires approval of the site plan. <br /> <br />Property Description <br /> <br />The development site is approximately 17.7 acres at the northeast corner <br />of Main Street and Memory Lane. The proj ect site extends from Main <br />Street on the west to Lawson Way on the east and from Memory Lane on the <br />south to the city border on the north. The subject site is located <br />within Specific Development No. 59 (SD-59) zoning district and has a <br />General Plan Land Use designation of District Center (DC), which permits <br />commercial and residential development. Surrounding land uses include <br />the Main Place Mall and offices to the west; Santiago Park, offices and <br />parking structure to the south; a senior residential development, and <br />offices to the east; and retail, offices and parking structure to the <br />north (Exhibits 1 and 2) . <br /> <br />Project Description <br /> <br />The City Place land use, planning and design provide a mixture of uses <br />within a common setting. It stresses a people oriented environment <br />where pedestrian and automobile traffic can co-exist on-site to create <br />an experience of urban activity in a safe and high quality setting. <br /> <br />The project has been designed with the commercial component oriented to <br />the west end of the site and the residential component on the east. The <br />site has been aligned to allow the development to have a greater <br />presence along all of the frontage streets. The location of the <br />buildings along Main Street, a commercial corridor, provides a link to <br />the corridor and a visual connection to the mall. <br /> <br />758-19 <br />
