<br />City Place <br />Traffic Volume Comparison Analysis <br /> <br />The following analysis identifies how the traffic analysis for the City Place project would <br />be affected by replacing the 2,000 square foot black box theater with 2,000 square feet of <br />additional retail area. The analysis compares the overall daily traffic volumes and the AM <br />Peak Hour and PM Peak Hour traffic volumes. Table 1 identifies the overall daily traffic <br />volumes and the AM and PM Peak Hour traffic volumes for the City Place project with <br />the 2,000 square foot black box theater. <br /> <br />Table 2 identifies daily traffic volumes and the AM and PM Peak Hour traffic volumes <br />for the City Place project with 2,000 square feet of additional retail area in lieu of <br />providing the 2,000 square foot black box theater. As shown in Table 2, the substitution <br />ofthe black box theater with additional retail area would have a insignificant impact on <br />the overall daily traffic volumes and the AM and PM Peak Hour Traffic volumes <br />generated by the City Place project. <br /> <br />Without the black box theater and with the additional retail area, the overall daily traffic <br />volumes generated from the project would decrease by 70 vehicle trips. Overall traffic <br />volumes are used to measure roadway capacity impacts, air quality impacts and noise <br />impacts. A reduction in 70 vehicle trips would have a slightly beneficial impact on <br />roadway capacity, air quality emissions and mobile source noise levels. The reduction in <br />the overall traffic volumes would not have any measurable effect on the analysis, <br />conclusions or recommendations in the traffic report, air quality report or noise report <br />prepared for the City Place EIR. <br /> <br />Without the black box theater and with the additional retail area, the AM Peak Hour <br />traffic volumes would increase by two vehicle trips and the PM Peak Hour traffic <br />volumes would decrease by five vehicle trips. The AM and PM traffic volumes are used <br />to measure intersection vehicle movements and associated level of service impacts. The <br />changes to the AM and PM Peak Hour traffic volumes would not have any measurable <br />effect on the level of service of any intersections within the project area and would not <br />alter the traffic analysis, conclusions or recommendations provided traffic report prepared <br />for the City Place EIR. <br /> <br />EXHIBIT 17 <br /> <br />7gl31:248 <br /> <br />
