NO. 04-154) <br /> <br />APPROVED <br />CJ As Recommended <br />CJ As Amended <br />CJ Ordinance on 1 st Reading <br />CJ Ordinance on 2nd Reading <br />CJ Implementing Resolution <br />CJ Set Public Hearing For <br /> <br />v( <br /> <br />(2<~ ((Z- <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to TSI Incorporated for the purchase of respirator fit <br />testers and accessories in the amount of $27,427.76. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of <br />Homeland Security, through the State of California, Office of Homeland <br />Security. This initiative was designed to enhance the domestic <br />preparedness of urban areas by ensuring that all emergency first <br />responders have adequate equipment and systems to prevent, respond to <br />and recover from acts of terrorism. The grant provides total <br />reimbursement to local agencies for equipment purchases approved and <br />authorized by the federal Office of Domestic Preparedness (ODP). <br /> <br />In an effort to increase homeland security, personnel from the Police <br />Department have been issued powered air-purifying respirators (PAPR). <br />Personnel from the Fire Department currently use self-contained <br />breathing apparatus (SCBA) as part of their emergency response <br />equipment. The Department of Homeland Security has adopted the <br />National Institute for Occupational Safety (NIOSH) standards for the <br />equipment. The NIOSH standards require annual testing to ensure the <br />equipment is functioning properly. The recommended action will allow <br />for the purchase of respirator fit testers and accessories required for <br />personnel from the Police and Fire Departments to perform and document <br />the annual equipment tests as required by state and federal <br />regulations. <br /> <br />220-1 <br /> <br />cs. 383 <br />
