NO. 04-155) <br /> <br /> <br /> <br />a~~;;-- <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to All Star Fire Equipment Inc. for the purchase of <br />powered air-purifying respirators and accessories in the amount of <br />$42,608.44. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of <br />urban areas by ensuring that all emergency first responders have <br />adequate equipment and systems to prevent, respond to and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases approved and authorized by the federal <br />Office of Domestic Preparedness. <br /> <br />The Fire Department requires powered air-purifying respirators (PAPR) <br />to allow firefighters and first responders to work safely in <br />contaminated environments that may result from acts of terrorism. The <br />PAPR is a powered air-purifying respirator that uses a blower to force <br />ambient atmosphere through air-purifying canisters to the user's <br />facepiece. In hostile or extended-wear situations, the PAPR's fanning <br />effect helps keep the facepiece from fogging, while eliminating the <br />addi tional pulmonary stress associated with a non-powered respirator. <br />The PAPR provides a constant airflow and cooling/fanning effect over <br />the entire usage period and the lightweight design extends user wear <br />times in humid or hot environments. <br /> <br />22H-1 <br /> <br />CS_ 383 <br />
