<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />FEBRUARY 7, 2005 <br />TITLE: <br />AGREEMENT PARALEGAL SERVICES <br />WITH BEAUCHAMP ENTERPRISES, <br />INC. <br /> <br />t2t?Ja <br /> <br />CITY MANAGER <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 SI Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />( <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with Beauchamp Enterprises, <br />Inc. with a maximum hourly rate of $40 for paralegal services. <br /> <br />DISCUSSION <br /> <br />The City Attorney's Office provides a variety of legal services including <br />the representation of the City and its officials in judicial proceedings. <br />This is primarily done through full-time staff including paralegals. <br />Occasionally, unforeseen circumstances and increases in active caseload <br />require supplemental staff. <br /> <br />In 2003, the Office contracted with the outsource firm Special Counsel <br />for a litigation paralegal to assist in a wide variety of litigation <br />including eminent domain. The contract paralegal has notified the City <br />that he is leaving Special Counsel and forming his own agency, Beauchamp <br />Enterprises, but the City Attorney's Office wishes to maintain Mr. <br />Beauchamp's services. <br /> <br />Moving the contract to Beauchamp Enterprises will save the City as much <br />as $10,400 annually. <br /> <br />258-1 <br />
