NO. 05-004) <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />r <br /> <br />t2dlt?- <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to Smiths Detection for the purchase of a HazMat 10 <br />command system In the amount of $67,478.44. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This ini tiati ve was designed to enhance the domestic preparedness of <br />urban areas by ensuring that all emergency first responders have <br />adequate equipment and systems to prevent, respond to and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases approved and authorized by the federal <br />Office of Domestic Preparedness. <br /> <br />The Fire Department requires a portable hazardous material chemical <br />identifier to allow firefighters and first responders to identify <br />unknown substances at the scene of incidents that may result from acts <br />of terrorism. The HazMat 10 Command System is a data collection system <br />that will run a complete analysis with a single drop of liquid or a few <br />grains of powder, and identify the unknown substance as well as alert <br />the user when a possible biological material is present. Wireless <br />access communication allows incident command to control the system <br />software remotely while responders collect the sample. The system can <br />be used in extreme temperatures and 0-100 percent humidity, and is <br />completely waterproof. <br /> <br />220-1 <br /> <br />CS 383 <br />
