Mrs. Sanice Boer, 912 North Lowell, stated that the general <br />attitude of the police has steadily deteriorated over the <br />past 6, 7, 8 years; and that until that is changed, people <br />will not be willing to pay for additional personnel. <br /> <br />Responding to Councilman Evans, Chief Davis stated that the <br />first full year cost for the 110 personnel would be approxi- <br />mately $2,000,000. <br /> <br />Councilman Evans stated that he was willing to increase the <br />property tax rate by $0¢, which would fund $1,592,000 for <br />the 88 police personnel originally proposed, and to include <br />an additional $500,000 in the budget for 1975-76 to finish <br />out the p~ogram (22 police personnel for a total of 110). <br /> <br />Councilman Ward stated that he was prepared to support a <br />property tax rate increase and a utility users' tax to gener- <br />ate some of the funding necessary. <br /> <br />The following motion was made by Councilman Bricken, seconded <br />by Councilman Ward, and carried unanimously (7-0): <br /> <br />(i) <br /> <br />That Council adopt a policy to immediately <br />consider deferring projects to release funds <br />for the immediate recruitment of police <br />personnel; <br /> <br />(2) <br /> <br />That the program include provisions for hiring <br />110 police personnel and all other accoutrements <br />outlined in the Crime Abatement Program pre- <br />sented cumulatively up to the present time; <br /> <br />(3) That the funding of the program for the next <br /> fiscal year should be formulated on three bases: <br /> <br />a) <br /> <br />a reduction or drawing <br />from the budget of the <br />taxes; <br /> <br />out of a percentage <br />existing community <br /> <br />b) consideration of a property tax increase; <br /> <br />c) consideration of a utility users' tax; <br /> <br />and that the exact proportions of the foregoing <br />shall be presented at budget time as alternatives, <br />two or three alternative proportions of the mix; <br />and <br /> <br />(4) <br /> <br />Examination of the feasibility of providing, <br />on the property tax or utility tax, exemptions <br />for senior citizens and persons of low income, <br />that income to be stipulated at the time it <br />is considered. <br /> <br />CA 47.9 <br /> <br />CITY COUNCIL MINUTES 147 APRIL 14, 1975 <br /> <br /> <br />
