AGREEMENT <br />STIPULATION FOR JUDGMENT <br />TITLE INSURANCE & TRUST CO. Judgment between <br /> the City and the <br />Title Insurance and Trust Company, regarding abandonment <br />of Eighth Street between Sycamore and Main Streets, and <br />a portion of Seventh Street east of Sycamore Street, on <br />the unanimously approved motion of Councilman Evans, <br />seconded by Councilman Yamamoto. <br /> <br />Councii. ratified <br />~he SZipulaZion for <br /> <br />A-75-25 <br /> <br />PUBLIC HEARING The Mayor announced <br />PAP~DIC SERVICES FEES that this was the <br />ORDINANCE NS-1255 time and place to <br /> consider ORDINANCE <br />NS-1255 and related reports from Fire Chief Judd dated <br />April 15 and 16 regarding the City's Paramedic Program. <br /> <br />The City Manager:reviewed the subject, stating that the <br />Citizens Paramedic Study Committee had recommended the <br />addition of one more paramedic unit to the existing one. <br />He pointed out that the estimated cost for the complete <br />program for the first year would run some $425,000 with <br />the projected fifth year cost at $622,225; that if the <br />beneficiaries of the service were charged, the cost would <br />be reduced by $85,550 the first year, and by $122,325 the <br />fifth year; that Council has approved the concept in <br />principle, and the major question is how to fund it. He <br />further stated that the question of providing this type of <br />service through private companies had been explored by the <br />Fire Chief, and he had concluded that the City should con- <br />tinue to utilize firefighter paramedics to provide mobile <br />intensive care treatment for the citizens of Santa Aha; <br />that the existing van responds to well over 300 calls per <br />month; and that the proposed ordinance would provide imple- <br />mentation of a fee for~people who benefit from the service. <br /> <br />Mr. Wayne Rash, 522 West First Street, stated that he had <br />read the staff report and that in his opinion the citizens <br />of Santa Ana should have an explanation from Councilman <br />Bricken regarding his strong advocacy, during his campaign <br />for election to the Council, of the use of private Paramedic <br />services, and he quoted excerpts from a campaign advertise- <br />ment carried by the Santa Ana "Gazette", which were contrary <br />to the information contained in the Fire Chief's report <br />regarding private company operations in the City of Santa <br />Monica. <br /> <br />Mr. Jeffrey Levinson, of Conva~Care Ambulance Service, <br />stated that he had been working witkthe Santa Ana Paramedic <br />teams, and that he feels they are the finest; that he would <br />like to see the Paramedic Program stay with the Fire Depart- <br />ment; and that he doesn't think that private enterprise has <br />the funds or the system available that would be cemparable <br />to the City's program. <br /> <br />Mr. Robert Borman, California Ambulance Association, P.O. <br />Box 28609, Sacramento, owner and operator of private para~. <br />medic units, stated that the private unit is a viable one <br />in an urban area; that they are operating in South E1 Monte, <br />Burbank, Whittier and Modesto, essentially without subsidy; <br />that emergency care is almost entirely funded by various <br />governmental programs or by private insurance; and that <br />the citizens of Santa Ana should not have to pay fer tkese <br />services through taxation. <br /> <br />CITY COUNCIL MINUTES <br /> <br />162 APRIL 21, 1975 <br /> <br /> <br />
