MINUTES OP THE SPECIAL MEETING <br /> OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 5, 1975 <br /> <br />A Special Meeting of the City Council of the City of Santa <br />Aha was convened by Mayor John Garthe at 1:05 P.M., in Room <br />831, City Hall, 20 Civic Center Plaza. The Clerk of the <br />Council reported that proper notice had been mailed and <br />posted, with affidavits on file. The following Councilmen <br />responded to roll call: David F. Ortiz, Harry K. Yamamoto, <br />Vernon S. Evans, David L. Brandt, James E. Ward, and Mayor <br />John Garthe. Councilman Gordon Bricken was absent. Also <br />present were City Manager Bruce C. Spragg, Acting City <br />Attorney Charles Liberto, Director of Public Works Ronald <br />~olford, Police Chief Raymond Davis, "Register" reporter <br />Lynn O'Dell, and Clerk of the Council Florence I. Malone. <br /> <br />EXECUTIVE SESSION Mayor Garthe declared <br /> a recess at 1:10 P.M. <br /> for an Executive Ses- <br /> sion to consider <br />legal and personnel matters. The meeting was reconvened at <br />1:35 P.M. with the same Councilmen present. <br /> <br />BIKE ROUTE PROGRAM REVIEW The Planning Director <br /> described the City's <br /> adopted Bike Route <br /> Plan, as he referred <br />to various exhibits delineating the routes already in opera- <br />tion and those planned for future operation through the year <br />1990. He also narrated a slide presentation, stating that <br />there were approximately 40 to 50 thousand bicycles in the <br />City; that removal of on-street parking had been a factor in <br />the bike route development; that in terms of priority, the <br />"Golden City Loop" would provide a backbone system which would <br />satisfy the need for a few years. <br /> <br />The Director of Public Works stated that a number of factors <br />had created problems in the implementation of Phase I; for <br />example, funding. Due to the lack of experience in establish- <br />ing bike systems, the cost estimates were off. Administrative <br />costs were also high due to the community involvement to gain <br />acceptance of the Program, and daytime parking restrictions <br />which had to be included in the Plan. <br /> <br />Mr. Wolford suggested that Council might want to consider ia <br />different implementation; that staff was s:pending an exces- <br />sive amount of time on controversial on-street bike lanes; and <br />that Council might better shift the emphasis to installation <br />of the "Golden City Loop", which would include Rousselle <br />Street, the old Pacific Electric and Alton Avenue rights-of-way. <br /> <br />The Council consensus favored development <br />other off-road bike routes, including the <br />the Santiago Creek. <br /> <br />of the "Loop", and <br />Santa Ana River and <br /> <br />The Director of Planning urged Council to maintain the Lincoln <br />Avenue bike route so that it may eventually tie into the San- <br />tiago Creek Bike Lane and suggested that the latter be given <br />priority.
