Two-car garages <br />space will be provided for each unit. <br />per unit is 2.4. <br /> <br />with direct access to the living <br />The average parking spaces allotted <br /> <br />Analysis of the Issues <br /> <br />Environmental Impact Report <br /> <br />The California Environmental Quality Act (CEQA) requires the preparation <br />and approval of an environmental impact report (EIR) for this proj ect. <br />The environmental issues analyzed in the EIR include aesthetics, air <br />quality, cultural resources, land use, hazardous materials, <br />hydrology/water quality, noise, traffic and circulation, public services <br />and utility services. <br /> <br />A draft EIR (DEIR) is intended to inform public decision makers, <br />responsible and trustee agencies, and the general public of the potential <br />effects of the proposed project (Exhibit 4). On July 5, 2004 a Notice of <br />Preparation (NOP) was circulated for the preparation of Draft <br />Environmental Impact Report No. 2004-01. <br /> <br />In accordance with CEQA, a draft EIR is being circulated for review and <br />comment by the public, local, regional and state agencies, and interested <br />parties on October 15, 2004 for a 45-day review period. One of the <br />purposes of the Planning Commission's actions is to obtain input from <br />interested members of the public on the DEIR submitted at this hearing. <br /> <br />The DEIR has determined that implementation of the project would result in <br />unavoidable adverse impacts to air quality and traffic. All other <br />potential impacts associated with the project were determined to be less <br />than significant or were provided with mitigation to reduce impacts to a <br />level considered less than significant. <br /> <br />The City, after the 45-day review period has ended on the draft EIR, will <br />evaluate the comments on environmental issues received from persons or <br />agencies. In accordance with CEQA, each of the public agencies and <br />interested parties that comment on the draft EIR will be provided a <br />response to their comments. Within the DEIR is the Mitigation Monitoring <br />Program for the project. In addition, the Findings of Fact and Statement <br />of Overriding Considerations have been included (Exhibit 5). <br /> <br />75A-37 <br /> <br />
