APPROPRIATION ADJUSTMENT AND CONTRACT AWARD FOR <br />FESTIVAL HALL RESTROOM IMPROVEMENTS (PROJECT 2741A) — <br />PUBLIC WORKS AGENCY <br />Continued from the November 15, 2004 City Council Meeting by a vote of <br />5-0 (Pulido and Solorio abstained) <br />Mayor Pulido declared a potential conflict of interest on Item 23A due <br />to the proximity of the Festival Hall to his business and left the room; <br />Councilmember Solorio abstained on this item due to a contribution <br />received for his election campaign. Mayor Pulido also declared <br />potential conflicts of interest on items 25N and 250 because of the <br />interest of a former business partner in these projects and he left the <br />room. Mayor Pro Tern Bist assumed the Chair. Councilmember <br />Solorio left the room for Item 23A only. <br />Motion: 1. Approve appropriation adjustment. (Requires five affirmative <br />votes.) <br />APPROPRIATION ADJUSTMENT NO. 05-57 — Authorizing a $42,600 <br />loan Repayment from the Central City Redevelopment Project Area <br />and appropriate the funds to the Capital Outlay Fund expenditure <br />account. <br />2. Award a contract to Thomco Construction, Inc., the lowest <br />responsible bidder, in accordance with the lump sum amount of <br />$33,500 for restroom improvements at Festival Hall. <br />3.
