<br />WORK STUDY SESSION <br /> <br />Bruce Young presented an overview of the State's budget situation and how <br />it impacts the City. Highlights include the following: <br />. Governor proposing revolutionary changes <br />. Expects special election in Fall of 2005 <br />. The state has an $8.1 Billion deficit <br />. No plans to reduce local government funding; budget may not be finalized <br />until special election <br />. Governor has four proposals: the reorganization of government; pension <br />reform - new hires would have defined benefits; educational funding - <br />merit pay for teachers; and, reapportionment <br />. Status of location of 4th District Appeal Court - Irvine may still submit <br />proposal <br />. Working with Councilmember Solorio relative to restrictions on pocket <br />bikes <br /> <br />Chris Townsend shared his perspective on the State's budget and its impacts <br />on the City. Highlights include the following: <br />. May be possibility of water/park bond - Santa Ana has benefited from <br />past bonds - environmental community interest~d in doing an initiative <br />. $50 million left from Prop 40 funds - Santa Ana has an application for <br />$900,000 for Eddie West Stadium <br />. The California Cultural and Historical Endowment Fun~ has funding <br />available - working with Bowers Museum and Discovery Science Center <br />to obtain funding <br />. Santa Ana's Enterprise Zone is set to expire 2006-07 - working to fight <br />for continuation <br /> <br />Following the State legislative update by the City's advocates, Council <br />discussion ensued. <br /> <br />COMMENTS <br /> <br />90A <br /> <br />PUBLIC COMMENTS <br /> <br />Alex Vega and Antonia Vega addressed the Council relative to Logan Park <br />Issues <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Council member Garcia <br />. Expressed interest in forming an Ad Hoc Committee on <br />working with staff relative to affordable housing in the City <br /> <br />Housing and <br /> <br />Councilmember Christy <br />.
