FUNCTIONS ~ RESPONSIBILITIES , ComMissioner. Lamm <br />OF THE COMMISSION stated that the <br /> Commissionneeds <br /> specifically defined <br />responsibilities and functions from the Council that will <br />enable the Commission to report back to Council on the <br />status of its operation; that the Commission is meeting <br />needs in the community, but they have to be translated into <br />specific accountable functions and responsibilities. <br /> <br />Commissioner Zanelli::stated that the Commission is a conduit <br />of community thought~that is sometimes unpopular; that it is <br />the COmmission's responsibility to express problems and <br />difficulties if they exist, even if staff may occasionally <br />feel threatened by them; that the Commission better under- <br />stands what it should not do than what it should do, and <br />that this has created a vacuum. She added that the Commis- <br />sion does not have true independence, and that Council should <br />provide a clear definition of exactly what it wants from the <br />Commission, and then Council should listen and act upon the <br />recommendations. <br /> <br />The consensus was that the Resolution establishing the Commis- <br />sion should be reviewed by a committee of'representatives of <br />the Council and Commission to recommend to the Council~and <br />Commission amendments to the Resolution that would include <br />positive direction, speci£ic duties.end.responsibilities, <br />establish goals and objectives as well as accountability. <br /> CA 151.1 <br /> <br />Following the joint dinner meeting with the Human Relations <br />Commission, Council reconvened at 7:42 P.M. in the Council <br />Chambers with all members present. <br /> <br />INVOCATION The Pledge of Allegiance <br />PLEDGE OF ALLBGIANCE to the Flag was led by <br /> members of Girl Scout <br /> Troop 615, Mrs. Ashbaugh, <br />Troop Leader, followed by the Invocation given by Reverend <br />Kenneth A. $ohnson-of the Christian and Missionary Alliance <br />Church. CA 9.10 <br /> CA 80.17 <br /> <br />AWARD TO CITY <br />VETERANS EMPLOYMENT COMMITTEE <br /> <br />Mr. Howard "Curly" <br />Owens, Chairman, <br />Orange County Veterans <br />Employment Committee <br />and Vice Chairman of the California State Veterans Employ- <br />ment Committee presented the State Certificate of Commenda- <br />tion to the City of Santa Ana for outstanding service in the <br />employment of veterans, the City having hired 59% veterans <br />during the past year. Mr. Owens awarded the framed Certifi- <br />cate to Mayor Garthe stating that having given this award <br />in the past to private companies, he was especially gratified <br />to award it this year to the City of Santa Aha.
