There was none, and <br />the Mayor closed the Public Hearing. <br /> <br />Specific Plan of Street Alignment No. 15A was approved; the <br />City Attorney was directed to prepare the Ordinance amending <br />the Municipal Code, on the unanimously carried (6-0) motion <br />of Councilman Evans, seconded by Councilman Ward. CA 29.7 <br /> <br />APPEAL NO. 349 - VARIANCE 75-16 The Mayor announced <br />OTIS BABCOCK that this was the time <br />NEGATIVE DECLARATION and place for the Public <br /> Hearing on Appeal No. 349 <br />filed by Otis Babcock to allow a convenience market at the <br />southeast corner of 4th and McClay Streets in the L P District <br />which was denied by the Planning Commission on June 9, 1975. <br /> <br />Mr. Charles Zimmerman, Planning Director, described the <br />property as a 90' x 100' parcel surrounded by special schools, <br />duplexes and single family dwellings. He stated that the <br />Planning Commission unanimously found that the usage was in- <br />appropriate for the L P District; that this corridor should be <br />protected and conflicting land use could only damage what will <br />be a fine district in that area; and that the Planning Commis- <br />sion had received a letter from the Santa Ana Unified School <br />District in opposition to the variance. <br /> <br />The Clerk of the Council reported that the appellant had <br />submitted his Declaration in support of his appeal and that <br />she had received a letter from Frank J. and Jane E. Gelinas <br />in opposition to the variance. <br /> <br />Mayor Garthe invited proponents or opponents to present <br />their testimony to the City Council.
