RESOLUTION NO. 76-4 ~~ >~_,h.'1'-) RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE EXECUTIVE DIRECTOR TO TAKE ALL NECESSARY STEPS TO FILE FOR ADDITIONAL HOUSING UNITS UNDER THE "SECTION 8 HOUSING ASSISTANCE PROGRAM FOR EXISTING HOUSING", AND DIRECTING AND DESIGNATING THE EXECUTIVE DIRECTOR AS THE AUTHORIZED REPRESENTATIVE OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE AFORESAID APPLICATION AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT )( WHEREAS, the City of Santa Ana received approval of its first year Community Development Program from the United States Depart- ment of Housing and Urban Development (hereinafter referred to as HUD) under Title I of the Housing and Community Development Act of 1974, funded for the program year beginning June 12, 1975 and ending June 30, 1976¡ and WHEREAS, HUD has approved the Housing Assistance Plan, (here- inafter referred to as HAP), found in the City of Santa Ana's Title I Community Development Block Grant program¡ and WHEREAS, said HAP, which consists of 550 housing units under Section 8, Section 23 and Revised Section 23, has been responsive to the housing assistance needs of lower-income families (including the elderly, handicapped and disabled, large families and those displaced or to be displaced) residing in or expected to reside in the City of Santa Ana; and WHEREAS, HUD has invited Public Housing Agencies, legally qualified under 24 CFR Section 882.102 to participate in the Section 8 Existing Housing Program, to submit applications for additional Section 8 units in order to further meet the housing assistance needs of lower-income families residing in or expected to reside in the community; and WHEREAS, the Housing Authority of the City of Santa Ana is responsible for the Local Housing Assistance Plan and is qualified and authorized pursuant to State Law and HUD's regulation. to participate in the Section 8 Existing Housing Program, and further- more desires to submit a program application for Section 8 Existing Housing in order to obtain the fair share of additional dwelling units allocated to the County of Orange by HUD. BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA, AS FOLLOWS: Section 1. The Housing Authority of the City of Santa Ana does hereby approve the submission of an application to the Hous- ing Production and Mortgage Credit Division of HUD for l~O addi- tional existing housing units under the "Section 8 Housìng Assis- tance Payment Program for Existing Housing", a copy of which is on file in the office of the Recording Secretary of the Authority. Section 2. The Executive Director is hereby authorized and directed to take all necessary steps to file the Housing Assistance Program application for Existing Housing and to make all changes in the Local Housing Assistance Plan made necessary by approval-of such application. ~~
