Consideration of a staff recommended policy that all funds <br />utilized by the Redevelopment Agency, regardless of source <br />or origin, and excepting only federal grants made directly <br />with the Agency, tax increment revenues, bond funds and <br />proceeds from dispositions of properties purchased with <br />these funds, shall be considered as loans to the Agency to <br />be repaid with interest, in accordance with an established <br />repayment plan, was continued pending recommendation from <br />the prospective financial consultant (authorized by pre- <br />ceding motion) on motion of Councilman Ward, seconded by <br />Councilman Yamamoto and carried (6-1) with Councilman <br />Evans dissenting.
