ORAL COMMUNICATION Mr. Bruce Spragg, City <br />UNDERGROUND UTILITY DISTRICTS Manager, told Council <br /> that since the cost <br /> to property owners in <br />the underground utility districts is usually about 6% to 7% <br />of the total cost, that he had written to the League of <br />Cities to see if there would be any support among the cities <br />to require the PUC to allow cities to pay that cost and <br />learned that three years ago a survey indicated that 2/3 <br />of the cities were notin favor, but that Santa Ana would go <br />ahead with its own survey and come back to Council if there <br />is enough support to pursue appropriate legislation.
