Council would con- <br />tinue to be the sole, final authority on <br />all matters of zone change and establish- <br />ment of primary land uses. <br /> <br />The consensus favored strengthening the role of the Planning <br />Commission so that its decisions regarding variances, condi- <br />tional use permits and minor exceptions would be final unless <br />an appeal were filed; the City Council would retain its right <br />of appeal, and continue to hear and render the final decision <br />on all appeals. <br /> <br />Staff was instructed to provide Council with a summary listing <br />of Planning Commission and Zoning Administrator action, as <br />well as the staff reports and Commission findings regularly <br />provided, in the Council agenda packet for December 15, in <br />order for Council to determine which method is preferable. <br /> CA 75.5 <br /> <br />ADJOURNMENT On the unanimously <br /> approved motion of <br /> Councilman Yamamoto, <br /> seconded by Council- <br />man Bricken, the meeting was recessed at 1:55 P.M. to <br />reconvene in the Council Chambers. <br /> <br />FLORENCE I.
