MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 15, 1975 <br /> <br />The luncheon meeting was called to order at 12:10 P.M. in the <br />Lawn Bowlers Club House at Santiago Park. Proper notice and <br />posting of the meeting had been given, with affidavits on file <br />in the office of the Clerk of the Council. The following <br />Councilmen were present: Gordon Bricken, David F. Ortiz, Harry <br />K. Yamamoto, David L. Brandt, James E. Ward and Mayor John <br />Garthe. Councilman Vernon S. Evans was absent. The following <br />members of the Santa Aha Lawn Bowlers Club were present: <br />Dr. John Forsyth, President; Tom Stirrat, Dyer Campbell, Nell <br />Caines, Sydney Graham, George Hale, William Opdebeeck, Kathleen <br />Howard, Allen Goddard and William Pagenkoff. The following <br />Staff members were present: City Manager Bruce C. Spragg, City <br />Attorney Keith L. Gow, Assistant City Manager Thomas Andrusky, <br />and Clerk of the Council Florence I. Malone. Assemblyman <br />Richard Robinson (72nd District), his Administrative Aide Dan <br />Salceda, and Chairman of the Board of Recreation and Parks <br />Glen Evans, were also in attendance. <br /> <br />PROPOSED NEW CLUB HOUSE Mr. Stirrat, Dr. Forsythe, <br />FOR LAWN BOWLERS CLUB and Mr. Campbell described <br /> the Club's proposal to <br /> file an application for <br />a $20,000 grant from the "Jocelyn Fund" to build a new club <br />house in Santiago Park. It was explained that approval of the <br />grant would involve some type of matching funds by the Club and <br />the City; that more information on that would be available fol- <br />lowing the meeting with the Jocelyn Committee in the near future. <br /> <br />Mr. Campbell requested that the Park Department be authorized <br />to install cement around the aprons of the green, and stated <br />that the Club members would be willing to undertake a portion <br />of the maintenance work for the greens. <br /> <br />Mayor Garthe stated that the City is experiencing a serious <br />"crunch" on the budget; that there may be other avenues for <br />funding the improvements; and that the City would cooperate <br />wherever feasible. <br /> <br />Assemblyman Robinson stated that there is a possibility of State <br />and City working together to assist this senior citizens group; <br />and that the community as a whole should be encouraged to become <br />involved in matters of this kind. <br /> <br />The Council consensus favored cooperation with the Club, applauded <br />and encouraged the Club's offer to assume some of the maintenance <br />responsibilities for the green; and recommended expansion of the <br />Club's membership to include seniors in other areas of the City. <br /> <br />Councilman Ward stated that he would try to interest profes- <br />sionals in architecture and landscaping to become involved in <br />the community project.
