Mrs. Adetine Walker stated that as a member of the Cultural <br />Heritage Committee, she and her committee members had con- <br />ducted the research and recommended that Birch Park be <br />designated as a point of historical interest; that the Com- <br />mittee feels that its effort to preserve Santa Ana's history <br />is being overlooked; and that they know of no law that exempts <br />the City from an Environmental Impact Report on Birch Park. <br /> <br />Councilman Brandt stated that Environmental Impact Reports are <br />very costly, and a savings to the taxpayer would result if <br />they are not needed. Councilman Evans assured Mrs. Walker <br />that the Council's action is not a negation of the Committee's <br />activities, but that Council wishes to proceed in a positive <br />manner. Councilman Bricken added that environmental require- <br />ments are to cause us to think about things like points of <br />historical interest. Councilman Ward stated that the Council <br />is totally committed to enhancing the park area. <br /> <br />George Estrada expressed his support for the historical in- <br />terest designation. <br /> <br />Councilman Bricken suggested that the Minter Home and the <br />American Legion Hall be developed together with Birch Park <br />as a point of historical interest.
