MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 13, 1976 <br /> <br />The meeting was called to order at 12:20 P.M., in the City <br />Hall Annex, 23 Civic Center Plaza, by Mayor Garthe, with <br />the following Council member~ present: Harry K. Yamamoto, <br />Vernon S. Evans, David L. Brandt, James E. Ward and Mayor <br />John Garthe. Councilmen Gordon Bricken and David F. Ortiz <br />were absent. Also present were City Manager Bruce C. Spragg, <br />City Attorney Keith L. Cow, Assistant City Manager Ronald <br />~olford, Deputy City Manager G. David Tayco, Deputy City <br />Manager Manuel Rede, Deputy City Manager Thomas J. Andrusky, <br />Director of Public Works John Stevens, Planning Director <br />Charles C. Zimmerman, Director of Finance Lawrence Shaffer, <br />Director of Building Safety Wendell Bril, and Clerk of the <br />Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Manager Bruce C. Spragg. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by City <br /> <br />COMMUNITY PLAN PROGRAM Mayor Garthe welcomed <br />PRESENTED the members of the <br /> various City Boards <br /> and Commissions, who <br />were in attendance to hear a report and to discuss the <br />Community Plan Program. He stated that the Program is an <br />action plan for the improvement of specific neighborhoods; <br />that the City needs the input from each Commission and Board <br />member, and others present, in order to improve the Program <br />presentation that will be made throughout the communities <br />involved. <br /> <br />Planning Director Charles Zimmerman stated that the neighbor- <br />hoods chosen for improvement during the first year project <br />are: 1) The West Area; 2) The Central Area; and 3) The South <br />Central Area; and that additional plans for other portions <br />of the City will be prepared in later Community Plan projects. <br /> <br />He then introduced Mr. Richard Thompson and Dale Levander, <br />members of the Community Plan consultant team. With the aid <br />of slides, they presented a preview of the Program they plan <br />to present at a series of public meetings and community work- <br />shops in the West, Central and South Central neighborhoods. <br /> <br />Mr. Thompson stated that the primary goal is to revitalize <br />the neighborhoods; that to do this they are seeking comments <br />and ideas from the residents in each neighborhood through a <br />series of workshop meetings; that these comments and ideas <br />will be evaluated and prioritized to determine alternative <br />methods to implement the planned improvements. <br /> <br />Following the presentation, there was a question and answer <br />period. The major concern of those attending was the extent <br />of the community involvement in the Program, including the <br />various methods proposed to interest the neighborhood residents <br />in attending and participating in the workshops. <br /> <br />CITY COUNCIL MINUTES <br /> <br />65 <br /> <br />FEBRUARY 13, 1976 <br /> <br /> <br />
