<br />. <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, CALIFORNIA <br /> <br />February 25, 1974 <br /> <br />The Regular Meeting of the Housing Authority of the City of Santa <br />Ana was called to order at 2:05 P.M., by Chairman Jerry M. <br />Patterson, in the Council Chambers, 22 Civic Center Plaza, Santa <br />Ana. The following members of the Authority re sponded to the roll <br />call: <br /> <br />Present <br /> <br />Absent <br /> <br />John Garthe <br />Harry K. Yamamoto <br />James E. Ward <br />Lorin Griset <br />Vernon S. Evans <br />Jerry M. Patterson <br /> <br />J. Ogden Markel <br /> <br />The following persons were also present: <br /> <br />Manuel Rede, Executive Director-Secretary <br />James A. Withers, Attorney for the Authority <br />Bruce C. Spragg, City Manager <br />Florence I. Malone, Recording Secretary <br />Representatives of the Press <br /> <br />The full reading of the <br />Minute s of January 21, 1974, <br />was waived and they we re approved as mailed, on the unanimously carried <br />motion of Commissioner Garthe, seconded by Commissioner Yamamoto. <br /> <br />MINUTES <br /> <br />BILLS AND COMMUNICATIONS <br /> <br />Nothing to report. <br /> <br />The Status Report for the <br />Section 23 Leased Housing <br />Program, including the <br />trial balance, dated February 20, 1974, prepared by the Director- <br />Secretary, was received and filed on the unanimously approved motion <br />of Commissioner Griset, seconded by Commissioner Ward. <br /> <br />REPORT OF SECRETARY <br /> <br />Mr. Rede responded to various questions by the Commissioners on <br />operational expenses and the new standards of the Department of Housing <br />and Urban Development. He stated that the Authority has two full-time <br />PEP (Public Employment Program) employee s; that administrative expense s <br />will be considerably reduced under the new HUD standards; and that the <br />first 100 units of leased housing will continue under the existing admin- <br />istration but as existing lease s expire, renegotiation would be under the <br />provisions of the new program. He expressed his opinion that the new <br />program's greate st disadvantage s are that the prospective tenant will be <br />dealing on the open market which probably will result in the loss of the <br />distribution housing patterns the Authority has been able to achieve under <br />
