Patterson, <br />in the Council Chambers, 22 Civic Center Plaza, Santa Ana. Malone, Recording Secretary <br />Representatives of the Press <br /> <br />The full reading of the <br />Minutes of February 25, 1974, <br />was waived and they we re approved as mailed, on the unanimously carried <br />motion of Commissioner Evans, seconded by Commissioner Yamamoto. <br /> <br />MINUTES <br /> <br />BILLS AND COMMUNICATIONS <br /> <br />Nothing to report. <br /> <br />The Status Report for the <br />Section 23, Leased Housing <br />Program, dated March 12, <br />1974, including the trial balance dated February 28, 1974, prepared by <br />the Director-Se cretary was received and filed on motion of Commis sioner <br />Ward, seconded by Commissioner Griset, with Commissioner Evans <br />dissenting. <br /> <br />REPORT OF SECRETARY <br /> <br />The Executive Director-Secretary also filed a report and discussed HUD <br />policy changes in the Section 23 Program. A written report of the City's <br />Projected Housing Needs for the next three fiscal years was filed and <br />the Director requested authorization from the Authority to prepare a <br />letter of intent and application to HUD for 400 units under Revised Section <br />23 Program. He stated that 200 of the new units would involve con- <br />struction and would be re served for senior citizens only and that the <br />remaining 200 would be for gene ral family occupancy. <br /> <br />Commissioner Evans stated that at the time the Housing program was <br />established it was agreed by the Authority that new construction would <br />not be a part of the program; and that the continuation and expansion <br />of the housing program will add to the burden of problems in the City's <br />schools, tax base, and flight from the City. <br /> <br />Commissioner Evans stated that although he was not opposed to low <br />income housing, he did obje ct to the way funds are being used for rent <br />subsidy. <br />
