Ortiz, in the City Council Chambers, 22 Civic Center Plaza, <br />Santa Ana. <br /> <br />Present <br /> <br />Absent <br /> <br />Gordon Bricken <br />Harry K. Yamamoto <br />John Garthe <br />David L. Brandt <br />James E. Ward <br />David F. Ortiz, Chairman <br /> <br />Vernon S. Evans <br /> <br />The following persons were also present: <br /> <br />Manuel Rede, Executive Director - Secretary <br />Bruce C. Spragg, City Manager <br />Keith Gow, City Attorney <br />Daniel E. Stone, Assistant City Manager <br />Florence I. Malone, Recording Secretary <br /> <br />MINUTES <br />APPROVED <br /> <br />The full reading <br />of the Minutes of the <br />Regular Meeting of <br />May 23,1978, was <br />they were approved as mailed on the unaimously carried <br />of Commissioner Brandt, seconded by Commissioner <br /> <br />waived and <br />6:0 motion <br />Garthe. <br /> <br />The monthly report <br />for the Section 8 <br />Rental Assistance <br />Payments Program <br />dated June 19,1978, <br />indicating that 405 of the 470 units authorized by the Department <br />of Housing and Urban Development (HUD) were under lease as of <br />June 1,1978, was received and filed on the unanimously carried <br />6:0 motion of Commissioner Ward, seconded by Commissioner Bricken. <br /> <br />REPORT OF SECRETARY <br />SECTION 8 RENTAL ASSISTANCE <br />PAYMENTS PROGRAM <br />RECEIVED AND FILED <br /> <br />Chairman Ortiz was <br />authorized to attend <br />a workshop for local <br />Housing Authority <br />Commissioners, sponsored by the California State Department of <br />Housing and Community Development, to be held in San Diego, <br />July 7,8,9, 1978, at the Catamaran Hotel and travel and conference <br />costs were authorized from the Housin~ Authority budget, on the <br />motion of Commissioner Yamamoto, seconded by Commissioner Ward <br />and carried 5:1, with Councilman Bricken dissenting. <br /> <br />REPORT OF SECRETARY <br />HOUSING WORKSHOP <br />ATTENDANCE AUTHORIZED <br /> <br />A prior motion by Commissioner Bricken, seconded by Commissioner <br />Brandt, to deny authorization for travel and conference expenses <br />for any member of the Authority desiring to attend the workshop, <br />failed to carry as follows: <br /> <br />Ayes: Bricken, Brandt <br />Noes: Garthe, Ward, Yamamoto, Ortiz <br />Absent: Evans <br />
