Ogden Markel <br />Harry K. Yamamoto <br />James E. Ward <br />Gordon Bricken <br />Daniel E. Griset - arrived at 2:20 p.m. <br /> <br />The following persons were also present: <br /> <br />. <br /> <br />Richard E. Goblirsch, Executive Director <br />B.J. Thompson, City Manager <br />Keith Gow, City Attorney <br />Peter Grams, Housing Programs Administrator <br />Martha Lee, Deputy Clerk of the Council <br />Eva Solis, Secretary <br />Christine Boyer, Recording Secretary <br /> <br />MINUTES The minutes of the Regular Meeting of <br />APPROVED June 4,1979 were approved as mailed <br />on the unanimously carried 6:0 motion <br />of Commissioner Ward, seconded by Commissioner Bricken. <br /> <br />Letter of May 24, 1979 - <br />Notice of Application for Section 8 <br />Moderate Rehabilitation/HUD Notice <br />H-79-16 Housing production Goals fiscal year 1979 were received during <br />the preceding month. After some discussion, it was decided to receive <br />and file the Bills and Communications on a unanimously carried 6:0 motion <br />of Commissioner Ward, seconded by Commissioner Bricken. <br /> <br />BILLS AND COMMUNICATIONS <br />RECEIVED AND FILED <br /> <br />REPORT OF HOUSING PROGRAMS <br />ADMINISTRATOR: SECTION 8 <br />RENTAL ASSISTANCE PROGRAM <br />RECEIVED AND FILED <br /> <br />It was decided to receive and file the <br />Monthly Report Section 8 Rental Assis- <br />tance Payments Program on the unani- <br />mously carried 6:0 motion of Commission- <br />er Bricken, seconded by Commissioner Ward. <br /> <br />Mr. Richard Goblirsch spoke to the Com- <br />mission regarding the deferred payment <br />loan for Mrs. Delila Sanchez-Orozco. <br />The issue of whether or not to approve <br />Mrs. Sanchez-Orozco for the loan was <br />discussed in detail with Commissioner <br />Ward stating he did not want to see the city "putting all of its eggs in <br />. one basket", meaning he did not want too many large grants going to a few <br />families. Smaller loans would spread the city's resources further. <br /> <br />. <br />UNFINISHED BUSINESS: <br /> <br />HOUSING REPLACEMENT <br />PROGRAM - SPECIAL <br />REQUEST FOR DEFERRED <br />PAYMENT LOAN <br />APPROVED <br /> <br />Commissioner Bricken stated that he would support the staff recommendation <br />on the condition that in the future deferred loans for more than $10,000 <br />per family would be discouraged by staff. The article was then passed on a <br />~. motion by Commissioner Bricken, seconded by Commissioner Ward. The vote <br />was 5:2 for approval. <br /> <br />NEW BUSINESS: <br /> <br />4IÞ ANNUAL MEETING The floor was opened for nominations <br />for Chairman; Commissioner Robert <br />Luxembourger was nominated to continue as Chairman of the Housing Authority <br />for the coming year by Commissioner Bricken, seconded by Commissioner <br />Griset and approved 6:1. <br /> <br />The floor was then opened for nominations for Vice-Chairman. Commissioner Al <br />Serrato was no mi nated to continue as Vice-Chainnan for the Housing Authority by Comnissi.cn- <br />er Bricken and seconded by Camlissioner Griset. M:>tion approved on a 6:1 vote. <br />
