because the contract requires advance payments and the City's <br />signature prior to Mr. Nelson's signing; and that the con- <br />tract is within the budget allocated by the Council for the <br />production ($16,000). <br /> <br />After a' short discussion of the agreement, on the motion of <br />Councilman Ward, seconded by Councilman Evans, advance payments <br />required by the contract were approved, and the Mayor and <br />Clerk were authorized to execute the contract on a (4:2) vote, <br />with Councilmen Yamamoto and Ortiz dissenting. A-76-56 <br /> <br />ORAL COMMUNICATION Councilman Ortiz <br />SISTER CITY PROGRAM reported that he had <br />COUNCILMAN ORTIZ received the reports <br /> showing previous <br />attempts to maintain a Sister City Program, but that he <br />still wished to proceed with his promotion of the idea. <br /> <br />On the unanimously approved (6:0) motion of Councilman Ward, <br />seconded by Councilman Yamamoto, Councilman Ortiz was <br />appointed as Council liaison to investigate a Sister City <br />Program at no cost to the City. CA 67 <br /> <br />ORAL COMMUNICATION Mayor Garthe announced <br />COUNTY PARAMEDIC PLAN that he, Councilman <br />PROGRESS REPORT Brandt and City Manager <br /> Spragg had attended an <br />Orange County League of Cities meeting regarding the County <br />Paramedic Plan. <br /> <br />City Manager Bruce Spragg elaborated on the meeting, stating <br />that the County plans to place on the November ballot the <br />establishment of a County-wide paramedic taxing district; <br />that he, Mayor Garthe and Councilman Brandt have been attempt- <br />ing to develop the City's position on the matter; that essen- <br />tial elements of the plan, in his mind, are: 1) Any paramedic <br />taxing district would be totally voluntary for the cities' <br />participation; 2) each City which does choose to participate <br />would be able to retain, at its own option, the choice of <br />operating its own program or joining with other cities; 3) <br />Cities should be able to develop the types of things already <br />started as well as to charge a portion of their costs; that <br />Santa Ana could utilize non-firemen certified paramedics if <br />desired; that it would be beneficial if the cities took a <br />uniform position; that there should be time prior to the elec- <br />tion for the City to formulate a position. CA 112.22 <br /> <br />JOINT DINNER MEETING The Joint Dinner Meeting <br />LIBRARY BOARD of the City Council and <br /> the Library Board was <br /> called to order by Mayor <br /> John Garthe in the Black Star Room of the Saddleback Inn, 1660 <br /> East First Street, with all Councilmen in attendance. The fol- <br /> lowing members of the Library Board were also present: Chairman <br /> Bill Hill, Harold Jenkins, Robert Kohl, Ginger Yates. Mr. <br /> Howard Samuelson, Library Director, was also in attendance. <br /> <br />Mr. Samuelson responded to Chairman Hill's request and stated <br />that the Library is operated efficiently and effectively, but <br />needs increased per capita support. He distributed a compara- <br />tive data report of the ten public libraries in Orange County, <br />indicating that all of them have higher per capita support <br />than Santa Ana: only one has lower costs per books circulated; <br />that the City has the third highest number of books circulated <br />per staff member (over 14,000), the third lowest number of <br />employees per 100,000 book circulation, and second lowest in <br />ratio to population. <br /> <br />CITY COUNCIL MINUTES <br /> <br />176 MAY 3, 1976 <br /> <br /> <br />
