Evans in <br />the absence of Chairman David F. Ortiz and Vice-Chairman Gordon <br />Bricken, in the City Council Chambers, 22 Civic Center Plaza, Santa <br />Ana. <br /> <br />Present <br /> <br />Absent <br /> <br />Gordon Bricken <br />David F. Belmont, Recording Secretary <br /> <br />MINUTES <br />APPROVED <br /> <br />The full reading of Minutes <br />of the Regular Meeting of <br />January 8, 1979 was waived <br />as mailed on the unanimously carried 5:0 <br />Ward, seconded by Commissioner Brandt. <br /> <br />and they were approved <br />motion of Commissioner <br /> <br />The monthly report for the <br />Section 8 Rental Assistance <br />Program dated December 27, <br />1978 indicated that 441 of <br />the 613 units authorized by <br />the Department of Housing and Urban Development (HUD) were under <br />lease as of December 1,1978, was received and filed on the unanimously <br />carried 5:0 motion of Commissioner Brandt, seconded by Commissioner <br />Ward. <br /> <br />REPORT OF SECRETARY <br />SECTION 8 RENTAL ASSISTANCE <br />PAYMENTS PROGRAM <br />RECEIVED AND FILED <br /> <br />A report dated January 3, <br />1979 and written by Mr. Peter <br />A. Grams recommending authori- <br />zation for staff to request <br />to the U.S. Department of <br />HUD to convert 100 housing units (presently allocated to the Santa <br />Ana Housing Authority) from the Section 23 housing program to the <br />Section 8 leased housing program and that this allocation be specifically <br />designated for Mobile Home Renters was approved on a 5:0 carried <br />motion by Commissioner Ward, seconded by Commissioner Yamamoto. <br /> <br />NEW BUSINESS <br />REPORT: CONVERSION OF SECTION 23 <br />ALLOCATION (100 UNITS) TO SECTION <br />8 FOR MOBILE HOME RENTERS <br /> <br />In October, 1978 an amendment sponsored by Congressman Jerry Patterson <br />was passed by Congress and signed by the President that allowed <br />Section 8 rental subsidies to be applied to mobile home park residents. <br /> <br />Due to the strong interest in some form of control on space rental <br />prices from mobile home park groups in the City and the difficulty <br />some park residents have with rent levels, the recommendation regarding <br />the 100 unit allocation would be to focus these units toward needy <br />persons in the mobile home parks of the City. <br /> <br />The interim report of the mobile home park's issue, filed by the <br />Advisory Commission, referred to the opportunity to capture 100 <br />units of Section 8 for mobile home park renters. The HAC recommended <br />that the Housing Authority Comml.ssion lnltlate toe necessary steps <br />to effect such a conversion and that it be focused towards mobile <br />home park renters. <br /> <br />-~ <br /> <br />£ <br />
