<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br />JUNE 4,1979 <br /> <br />The regular meeting of the Housing Authority of the City of Santa Ana <br />was called to order at 2:10 p.m., by Chairman Robert Luxembourger in <br />the City Council Chambers, 22 Civic Center Plaza, Santa Ana. <br /> <br />Present <br /> <br />Robert Luxembourger <br />Al Serrato <br />J. Ogden Markel <br />Harry K. Yamamoto <br />James E. Ward <br />Gordon Bricken <br />Daniel E. Griset <br /> <br />The following persons were also present: <br /> <br />Manuel A. Rede, Executive Director <br />B.J. Thompson, City Manager <br />Edward Cooper, Assistant City Attorney <br />Martha Lee, Deputy Clerk of the Council <br />Eva Solis, Secretary <br />Mary C. Belmont, Recording Secretary <br /> <br />The full reading of the minutes <br />of the Regular Meeting of May 7, <br />1979 was waived and they were <br />first approved on the motion of Commissioner Ward, seconded by Com- <br />missioner Yamamoto. commissioner Serrato then stated that he would <br />like to have a correction made on Page Two, paragraph two of the May 7, <br />1979 minutes which stated, "Commissioner Serrato commented about the <br />new Federal law and HUD regulation which may require that we take appli- <br />cations for all sizes of units even if Certificates are not available <br />for all bedroom sizes," to read, "Commissioner Serrato commented about <br />the PHA being required to notify the public at the time that they adver- <br />tise for applications, that units are not, at that time, available in <br />certain unit sizes." (Mr. Manuel Rede, Executive Director, sent Com- <br />missioner Serrato a memo with a response to this matter, dated June 5, <br />1979.) <br /> <br />MINUTES <br />APPROVED <br /> <br />The May 7,1979 minutes were then approved and filed on a 7:0 carried <br />motion by Commissioner Ward, seconded by Commissioner Griset. <br /> <br />The monthly report for the Ren- <br />tal Assistance Program dated <br />May 25, 1979 indicated that <br />466 of the 613 units authorized <br />by the Department of Housing & <br />Urban Development (HUD) were under lease as of June 1,1979. The Exe- <br />cutive Director commented that there had been a net loss of one unit <br />which was accounted for by the unusually high termination rate during <br />the month of May. There were 17 new leases completed during the month <br />of May. Twenty-two (22) leases and contracts were renewed for families <br />who are currently receiving assistance through the Section 8 Existing <br />Housing Assistance Program; nine families were relocated to other units <br />within the City of Santa Ana; four families were required to relocate <br />due to changes in family size; one family was required to relocate <br />because the unit in which they were living had been sold; and four <br />families were required to relocate due to owner demands for rent in- <br />creases above the rent limits established by HUD. <br /> <br />REPORT OF SECRETARY <br />SECTION 8 RENTAL ASSISTANCE <br />PAYMENTS PROGRAM <br />RECEIVED AND FILED <br /> <br />Eighteen families were terminated from the Housing Authority program <br />during the month of May. This termination activity can be broken down <br />as follows: two persons entered convalescent facilities; three fami- <br />lies requested that their assistance be discontinued; seven families <br />moved from the area; five families were terminated administratively for <br />lease and program violations; and one family was over-income at the <br />time of annual certification. <br /> <br />-1- <br />
