<br />MINUTES <br /> <br />HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br />AUGUST 6, 1979 <br /> <br /> <br />4Ithe regular meeting of the Housing Authority of the City of Santa Ana was called to <br />order at 2:10 p.m.by Chairman Robert W. Luxembourger in the City Council Chambers. <br />22 Civic Center Plaza. <br /> <br />Present <br /> <br />. <br /> <br />Robert W. Luxembourger <br />Al Serrato <br />J. Ogden Markel <br />Harry K. Yamamoto <br />Gordon Bricken <br />James E. Ward <br />Daniel E. Griset (2:15 p.m.) <br /> <br />. <br /> <br />The following staff were also present: <br /> <br />B.J. Thompson, City Manager <br />Keith L. Gow, City Attorney <br />Richard E. Goblirsch, Executive Director <br />Peter Grams, Housing Programs Administrator <br />Marth E. Lee, Deputy Clerk of the Council <br />Eva A. Solis, Acting Recording Secretary <br /> <br />MINUTES The minutes of the July 2, 1979 <br />APPROVED Regular Meeting were unanimously <br />approved 6:0 on the MOTION of <br />Commissioner Ward, seconded by Commissioner Serrato. <br /> <br />Commissioners expressed concern over <br />the concentration of low-income housing <br />in certain areas of the City, and the <br />need for additional housing on the free <br />market. Following discussion, MOTION <br />was made by Commissioner Ward, seconded by Commissioner Luxembourger, to authorize the <br />Chairman of the Housing Authority to write a letter of protest. After further discussion, <br />the amendment to the MOTION that the letter of protest state that unless the issues <br />surrounding zoning, neighborhood compatibility, and other planning matters were not re- <br />solved to the City's satisfaction, HUD could consider the City's action on the matter as a <br />protest FAILED on a 3:4 vote. <br /> <br />Staff indicated the City's response to HUD on the construction project must be made by <br />~gust 9, 1979. MOTION was then made by Commissioner Griset, seconded by Commissioner <br />~errato, to receive and file the letter dated July 9,1979, from the U.S. Department <br />of Housing & Urban Development regarding new construction of 54 housing units under the <br />Section 8 Housing Assistance Payments Program. The MOTION carried on a 6:1 vote. <br /> <br />BILLS AND COMMUNICATIONS <br />LOW-INCOME HOUSING <br />CONSTRUCTION <br />RECEIVED & FILED <br /> <br />MONTHL Y REPORT <br />SECTION 8 PROGRAM <br />RECEIVED AND FILED <br /> <br />The MOTION of Commissioner Ward, <br />seconded þy Commissioner Serrato, <br />to receive and file the Monthly <br />Report Section 8 Rental Assistance <br />unanimously on a 7:D vote. <br /> <br />Payments Program dated July 27, 1979, carried <br /> <br />8INISHED BUSINESS: <br /> <br />REHAe LOAN SU80RDINATION <br />REQUEST - STATUS REPORT <br />RECEIVED & FILED <br /> <br />on the request for subordination of <br />prepared by the Executive Director. <br /> <br />MOTION was made by Commissioner <br />Bricken, seconded by Commissioner <br />Serrato, to receive and file the <br />status report dated July 27, 1979 <br />a rehabilitation loan for Ms. Charlene Williams, <br />The motion carried unanimously 7:0 <br /> <br />. <br />
