Acting Recording Secretary <br /> <br />MINUTES The Minutes of the September 4, 1979 <br />APPROVED Regular Meeting were unanimously <br />approved 6;0 on the Motion of <br />Commissioner Ward, seconded by Commissioner Bricken. <br /> <br />MONTHLY REPORT SECTION 8 <br />HOUSING ASSISTANCE PAYMENTS <br />PROGRAM RECEIVE AND FILE <br /> <br />The Monthly Section 8 Report was received <br />and filed on a MOTION by Commissioner <br />'Ward and seconded by Commissioner Markel. <br />The motion carried unanimously 7:0 with no <br /> <br />: discussion. <br /> <br />NEW BUSINESS: <br /> <br />GRJEVANCE AND.TERM1NATJON <br />PROCEDURED . <br /> <br />The Commissioners pursued a lengthy <br />discussion about the panel composition <br />for formal hearings. Commissioner <br />Ward stated that he felt the hearing panel should be composed solely of <br />Santa Ana residents. He further recommended that membership be drawn <br />exclusively from the city's Housing Advisory Commission due to it's <br />familiarity with city housing programs and needs, Commissioner Bricken <br />further supported Commiss~oner Ward's position, adding that he felt that <br />the Commission should make a statement that Satna Ana citizens can take <br />care of their own affairs. In response to Chairman Luxembourger's request <br />for staff comment, Mr, Goblirsch stated that staff is concerned that the <br />panel be tenant related so as to insure impartiality in hearing the tenant's <br />side of the complaint, and that panel members be available during the <br />working day to convene. Staff has experienced problems~in the pa~t and <br />feels that it would be difficult to get three members of the Housing <br />Advisory Commission together during the day to hold a hearing. Commissioner <br />Griset suggested that the grievance procedure items be continued to <br />allow the Commission to study the ramif~cations of the hearing panel. <br />
