Council Referral Item #22-76. <br /> <br />City Attorney Keith Gow stated that the conflict of interest <br />declared by Councilman Evans as an officer of First American <br />Title Company is not the kind that would prevent the City from <br />contracting with First American Title. <br /> <br />A subsequent motion by Councilman Brandt to approve all three <br />agreements, as recommended by Staff, was seconded by Council- <br />man Ortiz, and failed to caFry (3:3) with Councilmen Ward, <br />Yamamoto, and Bricken dissenting. Councilman Yamamoto ex- <br />pressed the view that the question in this instance is one of <br />moral ethics. Councilman Brandt moved, and Mayor Garthe <br />seconded, to continue the item to a subsequent meeting to <br />be determined by Staff. The motion failed to carry (5:5) <br />with Councilmen Ward, Yamamoto and Bricken dissenting.
