CETA TITLE I PLAN The City Manager was <br />TENTATIVE FUNDING authorized to submit <br />APPROVED CONDITIONALLY to the Orange County <br /> Manpower Commission a <br />proposal for the CETA TITLE I programs and funding levels <br />listed in Table I of the June 11, 1976 report prepared by <br />Keith E. Blunt, Manpower Project Coordinator, based on a 90% <br />allocation, with the conditions that Council will later re- <br />view the proposal for Recruitment Centers~ for the Manpower <br />Planner, and a six-month written progress report from the <br />Opportunities Industrialization Center, prior to final <br />approval, on the motion of Councilman Brandt, seconded by <br />Councilman Evans, and carried (6:0) unanimously. An earlier <br />motion made by Councilman Ward, seconded by Mayor Garthe to <br />approve the proposed plan was withdrawn by the maker and <br />second. <br /> <br />Mr. Ray Villa, 2106 North Bristol, Director of Operation SER, <br />thanked Council for its allocations, and promised to continue <br />working for the benefit of Santa Ana. <br /> <br />Deputy City Manager Manuel Rede explained that most of the <br />on-going programs scheduled for allocations were being con- <br />tinued at reduced funding levels; that if full funding is <br />received, On-the-Job Training, Vocational Education Special, <br />and Adult Work Experience programs will be added, but that <br />the final allocations and funding will be presented to Council <br />for approval at a later date. <br /> <br />Councilman Ward expressed his concern that proposed Recruit- <br />ment Centers be operated by an outside agency, not using City <br />facilities or Staff. Mr. Rede responded that the agency that <br />has been handling recruitment does not desire to continue the <br />program; that the operation is one primarily of taking applica- <br />tions, testing, screening and referring persons to other <br />agencies with jobs available. <br /> <br />Mr. ¥illa introduced Mr. Ramon Diaz, past Chairman of the Board <br />of SER, and announced that he has a new post as Metro Director <br />of the National Alliance of Businessmen. CA 131.11 <br /> <br />IMPROVEMENT OF PARK RESTROOMS The report dated June 15, <br />~ VANDALISM PROGRAM - REFERRAL 216 1976 prepared by Director <br />REFERRED of.Recreation and Parks <br /> Robert E. Gresham outlin- <br />ing a plan for the improvement and prevention of vandalism of <br />park restrooms was received and referred to Budget Study Ses~ <br />sions for consideration of the funding of the plan, on the <br />motion of Councilman Evans, seconded by Councilman Ward, and <br />carried [6:0) unanimously. The plan proposed was approved by <br />the Board of Recreation and Parks. A further motion to consider <br />the total replacement of the restroom buildings at Memorial, <br />Prentice and Madison Parks as funds are available carried <br />unanimously [6:0); the motion was made by Councilman Ward and <br />seconded by Councilman Bricken.
