MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 19, 1976 <br /> <br />The meeting was called to order by Mayor John Garthe at 2:00 P.M. <br />in the Council Chambers, 22 Civic Center Plaza. The following <br />Council members were present: Gordon Bricken, Harry K. Yamamoto, <br />Vernon S. Evans, David L. Brandt, James E. Ward and Mayor John <br />Garthe~ Councilman David F. Ortiz arrived at 2:16 P.M. Also <br />present were the following staff members: City Manager Bruce <br />C. Spragg; City Attorney Keith~L. Gow; Assistant City Manager <br />Ronald E. Wolford; Director of Public Works John E. Stevens; <br />Planning Director Charles C. Zimmerman; Police Chief Raymond C. <br />Davis; and Clerk of the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Brandt. <br /> <br />BICENTENNIAL COMMEMORATIVE A framed plaque portray- <br />PLAQUE ACCEPTED ing, in gold gilt, the <br /> 50 state flags of the <br /> United States, and the <br />U. S. Flag, and depicting each President, was presented to <br />the City by Mr. William C. Larson on behalf of the Santa Ana <br />of.fice of Glendale Federal Savings. The commemorative plaque <br />was accepted with profound gratitude by the Mayor for display <br />in the lobby of the City Hall. CA 75 A <br /> <br />SPECIAL PUBLIC HEARING Mayor Garthe announced <br />COMMUNITY DEVELOPMENT PROGRAM that this was the time <br />ALLOCATION - APPROVED and place for the public <br /> hearing of the alloca- <br />tion of $40,000 of 1976-77 Community Development Block Grant <br />funds for the CETA Housing Rehabilitation Project. <br /> <br />Alice McCullough, Community Development Coordinator, explained <br />that the funds were needed to purchase the materials needed in <br />a project to provide 48 unemployed persons with jobs repairing <br />owner-occupied iow-income homes under the Governor's Four <br />Percent DiscretionarX Grant Funds Program; that the owners <br />considered for ~his program will be iow income persons who <br />are disabled, handicapped or on fixed incomes; that the sum <br />of approximately $257,000 from the Program has been approved <br />to cover wages, services and administration for the Project; <br />that Santa Ana's only obligation is to provide the materials; <br />that our investment of $40,000 will bring a $257,000 program <br />to Santa Ana for a project that will make.it possible to <br />rehabilitate homes at no cost to the homeowners. <br /> <br />Mr. Ray Villa, 2106 North Bristol, stated that he understood <br />that the City of Anaheim had a similar project and was having <br />difficulty with the Carpenters Union. Mr. Villa also stated <br />that he had six or seven classrooms at SER that were available <br />to lease for training purposes. <br /> <br />Alice McCullough responded that the staff had already contacted <br />the Carpenters Union, and that no problems were anticipated. <br /> <br />As there were no fur{her speakers, Mayor Ga~the closed the <br />public hearing. <br /> <br />CITY COUNCIL MINUTES <br /> <br />26 5 JULY 19, 1976 <br /> <br /> <br />
