PUBLIC HEARING - AMENDMENT Mayor Garthe announced <br />APPLICATION 740 - ORD. NS-1311 that this was the time <br />APPROVED; FIRST READING and place for the pub- <br /> lic hearing of Negative <br />Declaration and Amendment Application No. 740 to prezone <br />property from the M1 District (in the County of Orange) to <br />the M1 District (in the City of Santa Aha) generally located <br />on the north side of Dyer Road between Halladay Street and <br />Grand Avenue (Holly Sugar property). <br /> <br />Planning Director Charles Zimmerman stated that the Zoning <br />Code allows the City to prezone property in order to give <br />some assurance at the time of annexation of the zone that <br />will be established; that the 55.42 acres of M1 zone was <br />determined to be compatible for the facilities that exist <br />at this time; that public hearings were conducted by the <br />Planning Commission, and no one appeared in favor or in <br />opposition to the prezoning; that this property, if annexed, <br />would not be detrimental to the surrounding area, and would <br />conform to the General Plan; and the Planning Commission <br />recommends that the City Council approve the prezoning in <br />accordance with Exhibit A.A. 740-A. <br /> <br />John Savaadra, 2219 South Cedar, appeared as a representative <br />of the Delhi community to determine the impact of the pre- <br />zoning on the surrounding residents. <br /> <br />Mayor Garthe explained that the Holly Sugar plant is on a <br />County island; that they are considering annexation, but wish <br />to be assured that the zoning on annexation will be M1 so <br />that they can continue to operate in the same location; that <br />this annexation will provide Santa Ana some tax money for the <br />services they already provide to the plant; and that the <br />situation for the surrounding residents will not ~hange. <br /> <br />Planning Director Zimmerman assured Mr. Savaadra that there <br />are no plans to change the zoning of any of the surrounding <br />residential areas. <br /> <br />There being no further speakers, Mayor Garthe closed the pub- <br />lic hearing. <br /> <br />On the motion of Councilman Evans, seconded by Councilman <br />Brandt, the Negative Declaration was approved and filed by <br />unanimous (7:0) vote. <br /> <br />Councilman Evans' motion, seconded by Councilman Brandt, <br />and unanimously C7:0) carried, placed the following ordinance <br />on first reading: <br /> <br />RECESS <br /> <br />reconvened-at 9:20 P.M. <br /> <br />ORDINANCE NO.
