MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 2, 1976 <br /> <br />The meeting was called to order by Mayor John Garthe at 2:00 P.M. <br />in the City Council Chambers, 22 Civic Center Plaza. The follow- <br />ing Council members were present: Gordon Bricken, David F. Ortiz, <br />Harry K. Yamamoto, and Mayor Garthe. Councilmen Vernon S. Evans, <br />David L. Brandt and James E. Ward were absent. Also present <br />were the following staff members: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Deputy City Manager G. David Tayco, <br />Director of Public Works John E. Stevens, Senior Planner William <br />Daugherty, Police Chief Raymond C. Davis, and Clerk of the <br />Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Mayor John Garthe. <br /> <br />SPECIAL PRESENTATION <br />TV ~ RADIO IN ORANGE COUNTY <br />REFERRED <br /> <br />Councilman Bricken's <br />motion, to refer the <br />the proposal of Mr. <br />Pat Michaels regarding <br />television and radio in Orange County to the City Attorney <br />to prepare an analysis of the suggestions and, where appropriate, <br />the necessary enabling legislation for Council consideration, was <br />seconded by Councilman Yamamoto, and carried unanimously (4:0). <br /> <br />Prior to the motion, Mr. Michaels oral presentation to Council <br />formulated the following suggestions: <br /> <br />That the City study the possibility of drafting <br />an ordinance, as a part of the Anaheim-Santa Aha- <br />Garden Grove Standard Metropolitan Statistical <br />Area (SMSA) that would require any audience <br />measurement firm or organization to measure <br />the area separately and equally to other major <br />markets of similar rank and standing; <br /> <br />That the City investigate whether or not such <br />profit making organizations as Arbitron, Nielsen, <br />etc. are licensed to do business in the City; <br /> <br />That if violations of the Code have occurred <br />the audience measurement services involved be <br />prosecuted; <br /> <br />That Council seek support from~our local Con- <br />gressmen for possible federal regulation of <br />ratings services; <br /> <br />That Council consider drafting an ordinance that <br />would help insure the integrity and honesty of <br />.-audience measurement interviewers in this City <br />by requiring that each interviewer be approved <br />by and registered with the Police Department <br />before being permitted to conduct local activities; <br /> <br />That Council call upon other Orange County cities <br />to engage in strict licensing of the ratings <br />services, and to prosecute where such services <br />are being conducted without proper and prior licens- <br />ing.
