MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 24, 1976 <br /> <br />The meeting was called to order in the City Council Chambers, <br />22 Civic Center Plaza, by Vice Mayor Vernon S. Evans at 4:58 <br />P.M. The following Council members were present: Harry K. <br />Yamamoto, David L. Brandt, James E. Ward and Vice Mayor Evans. <br />Mayor John Garthe and Councilman David F. Ortiz were absent; <br />Councilman Gordon Bricken arrived at S:30 P.M. during the dis- <br />cussion of Agenda Item A, treatment of the Municipal Bowl <br />playing field surface. <br /> <br />Staff members present were Assistant City Manager Ronald <br />Wolford, City Attorney Keith Gow, Director of Public Works <br />John Stevens and Clerk of the Council Florence I. Malone. <br /> <br />INVOCATION <br /> <br />Mayor Vernon S. Evans. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Vice <br /> <br />LIONETTES SUPPLEMENTAL <br />AGREEMENT - NO ACTION <br />STAFF NEGOTIATION - AUTHORIZED <br /> <br />Santa Aha Unified School District <br />asking for discussion of treatment <br /> <br />Following consideration <br />of the letter dated <br />August 19, 1976 from <br />Superintendent of <br />(SAUSD) Charles F. Kenney, <br /> of the playing field sur- <br /> <br />face of the Municipal Bowl, and the proposed supplemental <br />agreement between the City and the Lionettes Softball Club, <br />Inc. which would delete the requirement to resod the Bowl <br />and establish dates for Playoff and World Cup Games in the <br />Bowl (Agenda Item 12 B removed from the Consent Calendar), <br />the following motions were made: <br /> <br />Councilman Ward's motion, seconded by Councilman Yamamoto, <br />to receive and file the Supplement to Santa Ana Lionettes <br />Agreement, with resodding of the field to proceed as required <br />by the original agreement between the City and Ed Goldstein, <br />President of the Lionettes Softball Club, Inc., and with <br />no activities to be permitted on the sodded areas prior to <br />the first scheduled SAUSD football game on September 17, was <br />later amended by the maker and second to permit a scheduled <br />Rhinos football game on September 4, and failed to carry <br />(5:2), with Councilmen Brandt and Bricken dissenting. <br />(Refer to Minutes page 527 for action to permit the Rhinos <br />game on September 4.) <br /> <br />A subsequent motion by Councilman Brandt to instruct Staff <br />to research the possibility, based on Council's action, of <br />the City divesting itself of responsibility for the Stadium, <br />and turning this responsibility over to the SAUSD, was not <br />seconded. <br /> <br />Councilman Ward's motion to authorize Staff to negotiate with <br />Mr. Goldstein regarding the playoff dates was seconded by <br />Councilman Brandt, and carried unanimously (S:0). <br /> <br />Prior to the motions+ the following persons spoke: <br /> <br />CITY COUNCIL MINUTES 321 AUGUST 24, 1976 <br /> <br /> <br />
