MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 20, 1976 <br /> <br />The meeting was called to order in the Council Chambers, 22 <br />Civic Center Plaza, at 2:00 P.M. by Mayor John Garthe. The <br />following Council members were present: Gordon Bricken, <br />David F. Ortiz, Harry K. Yamamoto, David L. Brandt, James B. <br />Ward, and Mayor Garthe. Councilman Vernon S. Evans was <br />absent. The following members of Staff were also present: <br />City Manager Bruce C. Spragg, City Attorney Keith L. Gow, <br />Director of Public Works John E. Stevens, Planning Director <br />Charles C. Zimmerman, Police Chief Raymond C. Davis, and <br />Clerk of the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Bricken. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Councilman <br /> <br />RECESS <br />HOUSING AUTHORITY <br /> <br />Council reconvened at 2:05 P.M. <br /> <br /> At 2:01 P.M. Council <br /> recessed to convene <br /> the-regular meeting <br /> of the Housing Authority; <br />with the same members present. <br /> <br />CONSENT CALENDAR <br />DISSENTING VOTE <br /> <br />Councilman Yamamoto <br />registered a NO vote <br />on Agenda Item 4 A. <br /> <br />CONSENT CALENDAR On the unanimously <br />STAFF RECOMMENDATIONS approved (6:0) motion <br />APPROVED of Councilman Ward, <br /> seconded by Councilman <br />Brandt, Council approved the recommended action on the follow- <br />ing Consent Calendar items: <br /> <br />MINUTES <br /> <br />Approved the Minutes <br />of the Regular Meeting <br />of September 7, 1976. <br /> <br />BID CALLS <br /> <br />for bids on the <br /> <br />following: <br /> <br />Approved plans and <br />specifications and <br />authorized advertisement <br /> <br />SPEC. 76-030; SPEC. 76-031; SPEC. 76-032 - <br />Two pickups and one van-for Public Works <br />and four pickups for Recreation and Parks. <br /> <br />CA 89 <br /> <br />BID AWARD <br />bidder: <br /> <br />Awarded the following <br />on basis of lowest <br />responsible and best <br /> <br />PROJECT 8074A - Construct Senior Citizens <br />Center parking lot at Third & Ross Streets; <br />awarded to T.
