On the motion of Councilman Brandt, seconded by Coun- <br />cilman Evans and carried 7:0 unanimously, Staff was directed <br />to investigate the history of the legislation, specifically <br />Section 55418 of the California Health and Safety Code, to <br />determine the reasons why the law was passed.
