Authority Members present were John Acosta, Dan <br />Griset, Patricia McGuigan, Rick Norton, and Robert L. Richardson. <br />Chairman Young was absent. Also present were city Manager David <br />N. Ream, city Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C.
