Authority Members present were John Acosta, Dan <br />Griset, Patricia McGuigan, Rick Norton, Miguel Pulido, and Robert <br />L. Richardson. Also present were City Manager David N. Ream, <br />City Attorney Edward J. Cooper, and Clerk of the Council Janice <br />C.
