Authority <br />Members present were John Acosta, Dan Griset, Patricia McGuigan, Rick <br />Norton, Miguel Pulido, and Robert L. Richardson. Also present were <br />City Manager David N. Ream, City Attorney Edward J. cooper, and Clerk <br />of the Council Janice C.
