MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 1, 1976 <br /> <br />The meeting was called to order by Mayor John Garthe in the <br />Council Chambers, 22 Civic Center Plaza, at 2:00 P.M. The <br />following Council members were present: Gordon Bricken, <br />Vernon S. Evans, David L. Brandt, James B. Ward, and Mayor <br />Garthe. Councilman David F. Ortiz was absent; Councilman <br />Harry K. Yamamoto arrived at 5:55 P.M. The following Staff <br />members were present: City Manager Bruce C. Spragg, City <br />Attorney Keith Gow, Director of Public Works John E. Stevens, <br />Planning Director Charles C. Zimmerman, and Clerk of the <br />Council Florence I. Malone. <br /> <br />INVOCATION - <br />PLEDGE OF ALLEGIANCE <br /> <br />Vernon S. Evans. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Councilman <br /> <br />CONSENT CALENDAR <br />DISSENTING VOTES <br /> <br />votes on Items 2 A and 2 B. <br /> <br />Councilman Evans <br />registered a NO vote <br />on Item $; Councilman <br />Ward registered NO <br /> <br />CONSENT CALENDAR On the unanimously <br />STAFF RECO~ENDATIONS approved (S:0) motion <br />APPROVED of Councilman Evans, <br /> seconded by Councilman <br />Brandt, Council approved the Staff recommendations on the <br />following Consent Calendar items: <br /> <br />BID CALLS <br />ment for bids <br /> <br /> Approved plans and <br /> specifications and <br /> authorized advertise- <br />on the following: <br /> <br />SPEC 76-040 - Three automobiles for <br />"Drinking Driver Team" Grant Program - <br />Police Department.
