NEWPORT-IRVINE WASTE-MANAGEMENT Amendment No. 1 to <br />PLANNING AGENCY AGREEMENT the Joint Exercise of <br />CONTINUED Powers Agreement <br /> between the City and <br />NIWA, and Resolution No. 76-132 as follows, were continued <br />to November 15, 1976, on the motion of Councilman Evans, <br />seconded by Councilman Brandt, and carried (4:1), with Coun- <br />cilman Bricken dissenting: <br /> <br />RESOLUTION NO. 76-132 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA APPROVING NEWPORT- <br />IRVINE WASTE-MANAGEMENT PLANNING AGENCY (NIWA) <br />1976-77 GENERAL AND PROJECT COMMITTEE NO. 1 BUD- <br />GETS. <br /> <br />CA 145.12 <br />A-76-81 <br /> <br />A prior motion to table the matter made by Councilman Brandt, <br />seconded by Councilman Evans failed on a (2:3) vote, with <br />Councilmen Bricken,~Ward and Mayor Garthe dissenting. <br /> <br />REQUEST FOR CONTRACT EXTENSION The request of the <br />GREAT WESTERN RECLAMATION, INC. refuse contractor, <br />CONTINUED Great Western Reclama- <br /> · tion, Inc., to con- <br />tinue their request for contract extension to December 20, <br />1976 was granted on the unanimously approved (S:0) motion of <br />Councilman Evans, seconded by Councilman Brandt, and carried <br />(5:0) unanimously. CA 11.1 <br /> CA 145.12 <br /> A-76-42 <br /> <br />BAKER SQUARE PROJECT <br />EIR 76-5 & VA 76-57 <br />REFERRED TO PLANNING COIdMISSION <br /> <br />Environmental Impact Report 76-5 <br />Apartment Project at 611 and 615 <br />and 630 North Baker. <br /> <br />Mayor Garthe announced <br />that this was the.time <br />and place for the <br />public hearing of <br />concerning Baker Square <br />North Bristol and at 618 <br /> <br />Speaking to the Environmental Impact Report, Charles Zimmerman, <br />Planning Director, stated that there had been an application <br />approximately one year ago for this parcel; that it had not <br />been an economically feasible plan; that the Environmental. <br />Impact Report was amended, and the present plan calls for <br />90 dwelling units; that the Planning Commission added a con- <br />dition that "all required covered parking is to be in the <br />form of completely enclosed garages, elevations of said gar- <br />ages to be approved by the Planning Department, unless an <br />acceptable security system is approved by the Planning Depart- <br />ment''. <br /> <br />There were no proponents or opponents and the Mayor closed the <br />public hearing. <br /> <br />On the motion of Councilman Ward, seconded by Councilman Bricken <br />and carried (5:0) unanimously the Draft EIR, all written <br />materials pertaining thereto, and all verbal comments, were <br />adopted as the Final Environmental Impact Report and certified <br />to have been completed in compliance with CEQA and the City's <br />rules and regulations, and that the Council has reviewed and <br />considered the information contained therein. <br /> <br />A discussion of Variance Application 76-57 followed. Council- <br />man Ward objected to Item #4 in the Findings, and stated that <br />he did not feel that a control gate was a proper alternative <br />to garage doors.
