Fiore stated that he had been an instructor for over a year and <br />had just recently been appointed as Director of Training; that <br />he wished to challenge the 1,000 hours of massage instruction <br />required by the proposed ordinance; that a State license can <br />be obtained with 240 hours of instruction, as required by the <br />University of California at Long Beach; and that he also ob- <br />jects to the prohibition of operat&ng a-massage school and a <br />massage establishment at the same location on the basis that <br />it would be a financial hardship to separate an existing joint <br />operation.
