Fiore stated that he had been an instructor for over a year and had just recently been appointed as Director of Training; that he wished to challenge the 1,000 hours of massage instruction required by the proposed ordinance; that a State license can be obtained with 240 hours of instruction, as required by the University of California at Long Beach; and that he also ob- jects to the prohibition of operat&ng a-massage school and a massage establishment at the same location on the basis that it would be a financial hardship to separate an existing joint operation.
